Pakistan’s main domestic and international airport is Jinnah International Airport (JIAP) in Karachi. It has four terminals: the Jinnah Terminal, Terminals I, II, and III. The Pakistan Federal Government, acting through the Aviation Division Cabinet Secretariat, oversees the Pakistan Civil Aviation Authority (CAA), a public sector autonomous organisation. The Pakistan Civil Aviation Authority ordinance 1982, which founded the CAA, was passed on December 7th, 1982. Before the Civil Aviation Authority (CAA) was established, the Ministry of Defence’s (MoD) Civil Aviation Department (CAD) was in charge of all activities relating to civil aviation. Even after the CAA was established on December 7th, 1982, the Ministry of Defence (MoD) remained the directing Ministry. But in June 2013, the Pakistani government gave the Cabinet Secretariat this duty (Aviation Division).
The CAA was established with the intention of promoting civil aviation activities, regulating them, and creating a framework for Pakistan’s civil air transport service that is reliable, cost-effective, appropriate, and well-coordinated. The day of December 7 is significant because it falls on the same day that the ICAO was established in 1944 as a result of the renowned Chicago Convention. In addition, the United Nations has designated December 7 as International Civil Aviation Day, which is observed as such globally each year.In addition to serving as the nation’s aviation regulator, the CAA also provides airport and air navigation services as a service provider. Therefore, “Regulatory,” “Air Navigation Services,” and “Airport Services” are the three main duties of the CAA. The organization’s different corporate functions fully support these basic functions. Karachi is where CAA’s headquarters are. The International Civil Aviation Organization’s requirements were met by the Organization thanks to the restructuring process CAA undertook between 2006 and 2010. Pakistan was rated as being approximately 83% compliant during the Universal Safety Oversight Audit Program (USOAP) audit by the ICAO in June 2011 compared to the global average of 65%.
The CAA Board is responsible for the overall management and administration of CAA and its activities, and it exercises all powers, executes all duties, and takes all actions required of the Authority. The Secretary of the Division, to which the Authority’s business is assigned, is the Chairman CAA Board. The Secretary of Aviation is currently in charge. The Organization’s top decision-making body is the CAA Executive Committee. It performs the administrative, executive, financial, and technical functions for which the Authority has granted it authority. The CAA Executive Committee is presided over by DGCAA. The Director General, who serves as the executive head of the CAA and has the authority to exercise the specified powers and perform the specified duties, is chosen by the Federal Government the CAA regulations or occasionally granted to him by the CAA Board. The CAA HR Committee and CAA Audit Committee support the CAA Board.
The CAA Quality Council, which is led by the DGCAA and is made up of the Dy. DGCAA, all Principal Directors, and Directors, sets the organization’s macro-level objectives and tasks/targets and supervises the drive toward achieving its vision and mission, adherence to its core values, and pursuit of the international management system standards.
